NCSOCRC STRATEGIC PLAN
2007 - 2008

The following strategic planning goals and objectives have been developed and agreed upon by Consortium Center Directors to pursue for 2007 - 2008.

GOAL I: To prepare Center staff, students, and facility operations for a Pandemic Influenza event.

  1. Each NCSOCRC member Center will develop a specific and workable Pandemic Flu Plan consistent with each Center's existing disaster plan to include identified training components as recommended from the September 2006 National Training forum. Components will include sections on Clinical Management/Infection Control, Social Distancing, Isolation and Quarantine, Criteria for Admission, Decision Making for Partial Center Operations and Decision Making for Resuming Center Operations.
  2. Once the Pandemic Flu Plan is developed, the DON and identified physician at each Center will be responsible for implementing the plan and training center staff.

GOAL II: To provide personal emergency education and training to clients receiving services at the Consortium Centers to help enhance independent living skills.

Personal Emergency Training Guidelines for Persons with Disabilities will be developed and distributed to each member Center to utilize in educating and training persons served. Howard Rutenberg, Medical Director at the Hot Springs Rehabilitation Center, will facilitate the development of these guidelines and will work with a designated team of NCSOCRC medical representatives in development of the Personal Emergency Training Guidelines.

GOAL III: To improve the security and safety of Center clients, staff and property.

  1. A NCSOCRC security team will be established with identified team leaders from each Center which will serve as a focus group to establish Standards of Excellence in providing security assessment and staff training guidelines. The focus group will utilize recommendations from the September 2006 National Training Forum Security Track Session Report in establishing the Standards of Excellence.
  2. The identified NCSOCRC security team will form a security training institute to provide a training component to review current security practices and disaster preparedness guidelines. The security team will focus on recommendations from the September 2006 National Training forum as to developing multi-agency security training guidelines and training outline to be utilized in training staff and students as to Center Crisis Response procedures and Emergency Preparedness Plans.

GOAL IV: To improve the effectiveness and efficiency of the physical plant operations of the Consortium Centers.

  1. Physical Plant Administrators from the Consortium Centers will work as a team to develop specific strategies that will result in measurable reductions in energy usage, energy savings, and effective preventative maintenance activities. Video conferencing will be utilized to help facilitate team meetings.
  2. Physical Plant Administrators will organize a NCSOCRC team of Physical Plant Administrators to collectively develop and refine measurable energy savings practices and preventative maintenance strategies to share, discuss, and assist Consortium Centers in cost containment and preventative maintenance practices.

GOAL V: To improve Consortium member Centers' effectiveness and efficiency in providing life skill/pre-vocational skills training and identifying a model for the development of customized vocational training programs.

  1. A focus group will be developed to review research pertaining to outcome measurements criteria for assessing life skills/pre-vocational skills and develop an evaluation program/outcome measurement guideline for life skills/pre-vocational programs to present to the Center Directors.
  2. Directors of the Michigan, Pennsylvania and Georgia Centers will work with identified staff at their respective Centers on strategies for developing customized vocational training programs in meeting the needs of employers. Developed strategies/guidelines will be reviewed by NCSOCRC Directors to share with strategic center staff.

GOAL VI: To improve Vocational Evaluation practices and procedures at all Consortium Centers by establishing a NCSOCRC Standards of Excellence in Vocational Evaluation.

A Steering Committee identified by the Consortium will evaluate other existing standards for providing vocational evaluation services, review current practices, and develop a position paper containing specific Standards of Excellence in Vocational Evaluation to present to the NCSOCRC Directors for review.
